Submission on the budget (2012/13), strategic plan (2012/13 – 2016/17) and annual performance plan (2012/13) of DCS
On Tuesday 17 April, CSPRI delivered a submission on the budget vote (Vote 21, 2012/13), the strategic plan (2012/13 – 2016/17) and the annual performance plan (2012/13) of the Department of Correctional Services to the Portfolio Committee on Correctional Services.
The submission stressed the constitutional right to conditions of detention that are consistent with human dignity, the obligation of DCS to ensure safe custody, the right to rehabilitation and the need to support social reintegration. CSPRI also commented on the plans to establish a remand detention branch and pointed out the need for cooperation with the Department of Justice to reduce the use and duration of awaiting trial. The submission finally comments on other planned initiatives by DCS and points out the need for continous training of staff in order to ensure proper implementation of policies and strategies.
